Catherine effective ruler - policy of moderation

Michael L'Hopital Catherine's Chancellor is often given credit for the crowns policy of moderation however as Knecht suggests Catherine’s role shouldn't be underestimated. Her letters were often hand written and even those written by secretaries contained marginal notes in her hand, showing she played a large part in administrative details meaning she was largely involved in government action. L'Hopital stood alone in his views, disliked by both sides; therefore he relied entirely on Catherine's support. He also lacked Catherine's diplomatic skills, suggesting the policy of toleration was much more likely Catherine's than his.
